Malaysia's Data Centre Boom Faces Water and Power Questions

Malaysia has emerged as Southeast Asia's most rapidly expanding data-centre hub, surpassing Singapore in growth rate. The state of Johor has become the epicentre of this development, attracting substantial investment in large-scale facilities that underpin cloud computing and artificial intelligence infrastructure. Yet the accelerated pace of construction has prompted both residents and officials to scrutinize the industry's consumption of local water and electricity resources.
According to data from Malaysia's central bank cited by Reuters, a 50-megawatt data centre consumes water equivalent to that used by approximately 2,200 households daily, while its electricity consumption matches that of roughly 22,000 households. Communities near proposed complexes in southern Johor have articulated concerns regarding water availability, electricity pricing, construction-related dust pollution, and the environmental degradation of surrounding green hills.
Both industry stakeholders and government authorities are addressing these apprehensions through stricter regulatory conditions and the implementation of resource-efficient technologies. New projects in Johor must now provide comprehensive explanations of their electricity procurement strategies, with renewable energy sources becoming increasingly critical for project approval. Late last year, the state prohibited two categories of particularly water-intensive data centres that can demand up to 50 million litres of water per day. Several operators have responded by innovating their operational approaches: one facility utilizes treated wastewater rather than potable water, another is incorporating a closed-circuit cooling system to minimize water consumption, and a third operator derives more than half of its power from solar energy.
Property consultancy JLL estimates that the expansion could elevate Johor's projected data-centre capacity to 7,000 megawatts—approximately eight times current levels. Experts acknowledge that while data centres can catalyze digital services and attract investment, these projects must demonstrate that local communities will not shoulder a disproportionate share of associated costs. The discourse increasingly centers on whether rapid technological advancement can be reconciled with efficiency, transparency, and sustainability imperatives.
