China is making Hainan island a free trade port. This means goods can come in without taxes. Companies can bring materials to Hainan for free. If they make products with 30% local value, they can sell to China without taxes.
People can also buy luxury goods tax-free in Hainan. This is if they traveled overseas in the last year. There is a limit of 100,000 yuan per person each year.
The plan has three parts: open to the world, control trade with China, and free movement on the island. China hopes this will bring more business and link China to global markets.
